Many factors play a role in finding a well-fitting bra. This applies to many lingerie items. Consider, for example, your weight, whether you're pregnant, body type, age, etc. All these factors affect your breasts. Moreover, breasts vary from woman to woman. Naturally.

Put on your bra, bend forward slightly, and gently rock your shoulder blades back and forth so your breasts sit naturally inside the bra. Then stand up and fasten your bra so the back panel fits snugly and horizontally around your body. The back panel is a crucial part of your bra because it provides the necessary support. 
Most women don't have two identical breasts. That's why it's important to adjust each strap individually. Do you notice wrinkling in the fabric or if the cups don't fit properly? In that case, the cups are too large for your breasts. Your nipples should also sit comfortably in the deepest part of the cup. The reverse is true. If your breasts protrude slightly from the cups, your bra is also too small. Also check the underwires of your bra. If you feel the underwires digging into your skin (just under your armpits), your bra is too large. If the underwires dig into the skin between your breasts, it means you've chosen a bra size that's too small.
